ICosatu ikusho lokhu emva kokuthi uNgqongqoshe wezemiSebenzi uMnuz Thulas Nxesi, ethe kufanele iNational Economic Development and Labour Council (Nedlac) ihole uhlelo lokubheka kabusha imithetho yabasebenzi.
UMnuz Edwin Mkhize, onguNobhala weCosatu KwaZulu-Natal, uthe isiphakamiso sabo njengeCosatu sithi kufanele ibhekwe kabusha imithetho yabasebenzi ngoba ziningi izingqinamba ababhekene nazo manje.
“Miningi imithetho okumele ibhekwe kabusha manje, engingabala kuyo isigaba 189 esikhuluma ngokudiliza abasebenzi. Abanye abaqashi basebenzisa iCovid-19 ukudiliza abasebenzi. Bafuna ukunciphisa isibalo sabasebenzi ukuze bandise inzuzo. Sifuna izizathu zokudiliza ziqine. Uma kuwukuthi ziyantenga, umqashi akhokhele abasebenzi imali eningi,” kusho uMkhize.
Uthe basaqhubeka nomkhankaso wokuwaqeda nya, ama-labour broker ngakho kufanele ibhekwe ngeso elibanzi imithetho yabasebenzi.
“Sifuna neCompensation for Occupational Injuries and Diseases Act 130 ka1993 (COIDA) ibhekwe kabusha. Ama-labour broker sifuna aphele izinkampani ziziqashele zona abasebenzi hhayi ukuthi ziyofuna komunye umuntu ogcina encozula umholo wabo. Amahora asetshenzwa ngabasebenzi nawo kufanele ahlonishwe. Uma kuthiwa basebenza amahora awu-40, kumele kube njalo. Uma esedlulile lapho kufanele baholelwe imali ethe xaxa,” kucacisa uMkhize.
UNxesi ucele iNedlac ukuthi ihole uhlelo lokucubungula kabusha imithetho yezabasebenzi ngoba njengamanje yenza kube nemicikilisho eminingi ethikameza amabhizinisi amancane.
INedlac wuhlaka oluhlanganisa abaqashi/osomabhizinisi, izinyunyana, uhulumeni nezinye izinhlaka zomphakathi. Ungqongqoshe uthe ngisho sekuyoxoxwa ngamaholo kuyacaca ukuthi kukhona imithetho edinga ukubhekwa kabusha ngoba ziningi izingqinamba.
Uveze nokuthi imithetho yabasebenzi yagcina ukucutshungulwa ngo-2010 lapho kwabuyekezwa kabusha iLabour Relations Act, Basic Conditions of Employment Act, Employment Equity Act ne-Employment Services.
Lapha kwakubhekwa nodaba lwamalabour broker nelokungalingani emsebenzini. Uthe kufanele ibheke nomthelela wezobuchwepheshe besimanje emsebenzini nasemphakathini, ilungise nodaba lokungabibikho kukagesi kahle.
Mayelana neCovid-19, uNxesi ugqugquzele abantu ukuthi bagome ngoba lesi sifo siwushaye kakhulu umnotho baze baphelelwa yimisebenzi abantu.
Uthe izibalo zeCompensation Fund ziveza ukuthi ababaningi abantu abatheleleka ngeCovid-19 emsebenzini, uma kuqhathaniswa nabayithola emphakathini.
Wabonga iNedlac ngokuzibophezela ekutheni izogxila ekwenzeni imikhiqizo lapha ekhaya okuwuhlelo lukaR200 billion, oluzokwandisa amathuba omsebenzi lukhulise nomnotho eminyakeni emihlanu ezayo.
